God's purpose that the whole earth come to know him and his glory — not mere information, but the world filled with the awareness of who God is. Habakkuk's "the earth will be filled with the knowledge of Yahweh's glory, as the waters cover the sea" echoes Isaiah 11:9 and frames history's goal.
